The engineering decision
Agency sites carry an unfair burden. If the site is slow or awkward to use, no amount of written credibility survives it — the visitor has already sampled the work, and the sample was the website.
That is why performance was treated as a positioning decision rather than a technical one. For an agency, the site is not marketing collateral. It is the portfolio piece everyone sees first.
